My a20 starmax receiver when I turn it on the green light doesn’t turn on and only red light. No voice and picture. Please advise,

Hello Mr. Dish I live in Tehran/Iran and I purchased a card for 1 year, so I can have access to show time. HBO, and other channels from USA. He text message me bunch of numbers and told me to go to SERVER SETTING and starting from IP/URL on down to input these letters and numbers, I tried several times but I was unsuccessful, do you by any chance have that sequence in writing so I can use it as a guide?
